These new ads are now available in the Adsense platform:
They can be added to your adsense site and will only pop on mobile when Google thinks it’s a good time to launch an overlay. I’m not sure how they calculate this but it is described as displaying at “optimal times”.
Most importantly you can add these without them counting towards your three ads per page limit.

It’s surprising that Google has gone down the road of such intrusive advertising. Perhaps they are feeling the pressure from Facebooks Audience Network. In the recent Verizon/Yahoo acquisition rumors it came out that Yahoo had been using Facebook’s Audience Network to sell off it’s remnant inventory.
If you are a mobile publisher these ads should have exceptionally high eCPM so it’s well worth considering. For mobile advertiser, the Adwords Content Network is about to get a whole lot more volume for the overlay format, which could be pretty handy to scale campaigns.
How to setup Page Level Ads on your site
Step 1.
Add some code from the Adsense platform change the ##########’s for your ID (ideally this can go in the head section but can also be placed in body):

Step 2.
Log in to Adsense and turn on the ads you would like to use:
